IAAO Commercial Demonstration Appraisal

IAAO Residential Demonstration Appraisal

Shannon Rittberger, CSDA, CAA
Butte County Director of Equalization

I was recently elected president of the CSDA committee. I really don't know exactly what my responsibilities are in this position, but I will start by making a sales pitch. I received my CSDA designation two years ago, and I am convinced that everyone in the SDAAO organization should be either working on or planning for this recognition.

The CSDA (Certified South Dakota Assessor) is a professional designation granted by the South Dakota Association of Assessing Officers. The only eligibility requirements are to be an active member of the SDAAO and have a current CAA certification. Briefly, the requirements are to submit two narrative appraisal reports, one of a residential property, and the other of either a commercial or agricultural property, and to pass a test.

Our website lists 169 members of the SDAAO. Of these, only 10 have the CSDA designation. Completion of this process will put you in a class of only 6% of the membership. This is an admirable accomplishment to note on a resume. Whether applicable to any specific job or not, you can show that you have received recognition for your ability and for doing something more than the minimum required of you.

The process of writing these reports will certainly take time. However, it will not take as much time as you think. All large projects look more difficult and time consuming before you begin than they do after you have finished. I found the time. I still have my job. My work got done. If I found the time, anyone can

The experience, and the templates, that you have when you finish writing these reports will help you with assessment appeals in the future. I have had more than my share of OHE experience, and I do not see how you can be credible or successful in an appeal without writing an appraisal report. If you have written a report for an appeal, you have much of this process completed.

You likely will not receive a raise in your pay after this recognition. Although, you can take this designation to your county commissioners as evidence of your abilities and knowledge. It will make an impression, whether it results in more money or not

Please contact myself, or any of the other CSDA members, about how to proceed with this process. We are all willing to help. The test is not more difficult than any that we take every year at school. The reports are also not difficult to complete. The CSDA designation is evidence of your professional experience, knowledge, and ability, as well as proof that you are willing to do more than the minimum required of you. Remember, if I could do this, anyone can.

CSDA Designation

Did You Know:

B  The CSDA (Certified South Dakota Assessor) is a professional designation issued and regulated by the SDAAO and established before the DORR began certifying assessing personnel.

B  Applicants for renewal certificates may qualify for a one-time exemption from the requirements for renewal certificates in 64:02:03:16 if they possess a CSDA.

B  If you took the narrative class at school in 2004, you will not have to take the CSDA test.

B  The completed residential and commercial narratives provide an excellent outline for any OHE or court cases you may have to prepare.

The CSDA has a mentoring program to assist new applicants in preparing their demonstration appraisals.
