Congratulations to Russ and Crew on a great conference! All
your hard work paid off. Thanks also to the Association for the opportunity to
serve as the next Treasurer. Welcome to all the new Directors and appraising
staff.
Many here in Hyde County are hoping for a little rain…many
didn’t think they would be saying that after all the spring storms we had but
this is South Dakota. Building permits are a bit slower than last year at this
time but hopefully will begin to pick up soon. Good luck to all who have OHE
appeals. I will be going with one this year on agricultural land as he feels he
has inadequate access therefore his value should be lower.
See you at the June workshops and maybe at school! Hope
everyone has a great summer.

Good Morning Everyone….Happy 8-9-10!
News from Spink County is very late this year….but after receiving a note
from Kim’s to-do list I better type one off! Like
so many in SD we have had an extremely wet year…..many crops in the area were
either flooded out or unable to be planted, so the fall looks to bring back to
our county the nearly extinct flooded
land forms!
Our local and county boards were completed with very little
noise and there were no OHE cases so we were good to go to the next projects at
hand….more reviews! We continued
through spring and summer to complete four more townships!!
The biggest obstacles we have encountered
are the closing of so many roads due to the abundant rains and having to back
track and re-route to a property.
We would like to thank Tony and his crew for a wonderful
conference in Mitchell this past spring! The speakers gave us all so much
important information to be used both in and outside of our work environment!
It was nice that one of our own…Diane won one of the very nice vendor
door prizes!! We have had so many
compliments on the centerpiece we brought home…they fit the theme perfectly and
also the agricultural state!
The Beacon system has continued to be a great tool for our
office and for the business sector which we continue to add to.
We have been able to nearly complete the sketches in our Terra Scan
system with the help of an extra part time employee.
We are looking forward to learning so much more as we continue to train
in this program.
Our new Zoning Administrator, Jessica Avery, began working in
our office nearly a year ago!
Jessica is a History major who lives in Redfield with her husband Martin and
their dog Sugaree! Weekends and
summer are filled with Addison and Evin Avery and their many activities.
In her free time, Jessica enjoys reading, going to concerts and teaching
yoga as well as hiking and spending time outside with her husband!
Jessica has been busy with variances and buildings permits.
A big change in our Zoning department is the change of the board.
Our County Commissioners are now acting in the capacity of the Zoning
Board as of January, 2010.
Kim is spending a great deal of time on drainage issues which
are something new in our county.
This appears to be an issue that will not be going away anytime soon and is
going to require a lot of attention!
The last weekend in July was our 2010 Spink County Relay for
Life. We want to thank Renee Buck
who was instrumental in the quilt making in memory of Melissa Koester Tennant
and raffled at the 2009 Conference in Watertown.
Since Melissa had begun her assessing career in Spink County the $749
gathered was later given to our Courthouse Relay for Life fund.
This year our Courthouse Relay for Life team gave a total of $2,000 to
this great cause. Thanks to so many
of you who have also supported our cancer bracelet sales!
It will soon be time to begin the process of our building
permit reviews and this year again has seen much growth with the building of new
homes (approx 20 stick built), grain bins and utility sheds. We currently have
nearly 300 building permits and the year is not yet up!
Hope this finds our assessor friends and their families having
a great and safe summer!

Appeals in Sully County are once
again very light. I have 2 ag appeals and 1 appeal in Onida for consolidated
board. We do have to do omitted property this year. I found out the land the
Corp of Engineers gave to Game, Fish & Parks is taxable. So the last few weeks
I’ve been counting dots so I can put soils in.
The big news is that we are
getting GIS soon – not soon enough to be able to use on the G, F & P land
though. Next week it will be installed and I’ll start the learning process.
I’m really excited about getting the GIS. I know it will be so useful in almost
everything I do.
One more piece of exciting
information – at least for me. My husband and I are moving to town (Onida). We
currently live almost 20 miles out. Believe me that’s an extremely long drive
in the winter over bad roads. We should be able to move in around 3 weeks.
Right now I plan to walk to and from work – not drive!
