Greetings from Hand
County. Things look nice and green here this year. A few have gotten some
hail; but otherwise, crops should be pretty good with the timely showers.
Summers flying by and it looks like a fair amount of building permits to look at
this year, so need to start getting the process going. Our big assessment
project is a new soybean crushing facility presently under construction east of
St. Lawrence along Highway 14. See everyone at school.

Summer greetings!
Congratulations to everyone on their recent retirements and promotions. Change
is the one constant in the assessor’s office. I am looking forward to school
and seeing everyone and meeting our newest members.
Grain bins are popping up in
Hyde County almost as much as the crops are! The wheat harvest is nearing the
end and the bushels are good. The ranchers and farmers for the most part have
had a good summer. Knock on wood, our county has only had weather damage in
very localized areas…for that we are fortunate. On a personal note my acre of
pumpkins, gourds, and sweet corn is coming along good. If you are in the market
for pumpkins and fall decorating gourds, check the Courthouse out in the month
of October as we sell my harvest for our local Steps for Hope team (like Relay
for Life but more money stays locally). I have over 100 hills of pumpkins,
squash, and gourds in all colors, shapes and sizes. I’ll post a picture of the
bounty once we get it all hauled to the courthouse later this fall.
Ag land sales still continue to
be a challenge. The vast majority of the land sales are going Na-Z. I may end
up with two good sales. Houses in town are once again selling but we still have
many for sale. A new community daycare center has broke ground and hope to be
operational by fall.
The Highmore and Harrold school
districts consolidated this past year. An elementary school will remain open in
Harrold for this year and the future of it will depend on the numbers enrolled.
August 22nd will ring in the first day of school for the new
district. How the summer has flown by?

According to the calendar it is now early August but we
want it to be early May! Where has the summer gone! We have accomplished many
projects here in Spink County but have
so much more we want to do before the snow flies….
First we would
like to thank Darlene and crew for the enjoyable time we shared at Conference!
If we recall that was the beginning of the rains and it sounds like the West
River has been pretty blessed with those this year. In Spink County we have
also had abundant rains and been fortunate to have avoided the terrible storms
that have hit other areas of our State. Our complete growing season seems to be
way behind this year between haying and harvesting, but obviously it is paying
off as a farmer mentioned 100 bushel winter wheat and we looking for far better
spring wheat and corn yields. It is a good thing as the most recent ag sales
have seen $4500 per acre here in Spink County!
We began the
spring with our rotation review of the two small villages which boarder Beadle
and Brown Counties, along with three more “subdivisions” just outside the city
limits of Redfield. We are now up and rolling with Beacon and have several
clients who have subscribed to our site. It was great to complete the pictures
of all the small towns and Redfield City for site! It took three days of solid
moving and clicking of the camera to get all of the properties in the city of
Redfield, which followed with phone calls wondering why we were taking pictures
and would this mean their assessments would now be going up!
Kim and Sally
were fortunate to be approved for the NCRAAO conference in Green Bay, WI. Thank
you for the scholarship, I am sure that was instrumental in the Commissioners
decision! Car-pooling with Rownea and Tracey Hofer for the 12 hour trip was
great! The conference held many interesting educational sessions, one of which
was “Appraising Large Dairy Farms” since Tracey, our Zoning Administrator and
our Zoning Board have heard presentations of expansion of another dairy facility
here. SD was well represented in the Silent Auction of the President’s
Reception and many spoke up to thank those of us for the contributions from all
of South Dakota.
Kim has been
given the go-ahead to implement the newest version of the Terra Scan system here
in Spink County! It is a great step forward and we are eager to start using
this latest program in our office! Tracey and the Zoning Board have completed
an update of the CAFO Ordinances for Spink County.
On a more
personal note, Kim is off to Colorado this week for a family vacation and four
wheeler adventure. Tracey is preparing to send her first of six, yes that was
1st of 6, off to college! Not sure she realizes the life changing event about
to begin. Diane is preparing for the wedding of her youngest son next spring.
Sally is enjoying her first grandbaby, Camden Jake, who is now 3 months old!
We wanted to
thank everyone who purchased the cancer awareness bracelets from us! Our
Courthouse Relay for Life team received a Bronze Award on July 19th for having
donated over $2,500! We were one of three teams in Spink County and it was a
first for the Spink County Relay for Life Committee to give the bronze awards!

Sully County is preparing for
the Quasquicentennial (125 years) to be held August 7-11. We've been sprucing up
the courthouse. I added these wall words in my office and have had many
compliments. It's time for me to start the annual "drive around the county"
picking up new construction. There will be plenty of new grain bins after all
the storms.
