Spring has sprung, but why is there still snow on the ground? Oh well, such
is life in South Dakota and moisture is always welcome.
Equalization boards are in full swing and for the most part appeals numbers
are low. This is what I looked forward to all year, this is the time for all of
you to shine and show taxpayers and county commissioners you do know your job
and you do it well.
Many changes will go into effect for the 2010 assessments. Ag land will be
assessed at productivity rather than market. The NAZ and under 70 acres rule go
away after July 1, 2009 and we begin the phase out of the 150% rule. Also,
owner occupied for contractors and no federal income tax credit will be allowed
for the purpose of assessing any real property under certain IRS codes. All of
these and more will be addressed at the 2009 conference in Watertown.
I truly enjoyed heading west this year for audits. The weather for the most
part was cooperative as were the directors and their staff. Bonnie and I seemed
to frighten a few clerks; although once they found out we were not so bad,
tension seem to disappear. All field staff have different methods of auditing,
but we all are looking for the same end result. If ever you have a question, no
matter big or small, please call.
I am looking forward to seeing all of you in May at the Watertown
conference.
And always remember: Success is not the key to happiness. Happiness is
the key to success. If you love what you are doing, you will be successful.
